It's a proactive strike against the theoretical threat of quantum computing breaking current encryption. The plan includes a permanent kill-switch for the BLS signatures the network relies on today. While today's hardware can't crack Ethereum's code, developers aren't waiting for the first breach to act. This change forces a total migration to post-quantum cryptography before the threat becomes reality.
